Can a tenant conduct maintenance themselves on the rental property?

There are many questions in property management which are not clear in legislation and property management software can not answer, we asked Denise Stanley, Director at Real Estate Consulting Solutions and an Industry Member of the community to help us out with this question.
The legislation states that the owner of the property is responible for all maintenance on the property, which would include organisation and costs.
In many instances maintenance items are of a minor nature, for example replacing tap washers, replacing flywire in a screen or regrouting a tile that has fallen off the wall.
Some tenants do possess the skills to fix these items, however, the consequences of further damage would be the responsibility of the owner. If the maintenance is completed by the tenant under the instruction of the agent then they should ensure that they have written authorisation from the owner accepting the consequences.
These days the cost of engaging a tradesperson for minor maintenance is resulting in a lot of owners accepting the tenants goodwill gesture to fix the item and the owner will reimburse them for the price of the material.
If the maintenance requires the use of a licenced professional then no matter what the tenants agrees to do, they must hold the correct credentials and insurance to complete the work. This is compulsory for any work that involves electricity.
